Land reform and solving the food problem

The Soviet model of socialism proved unable to solve the land and therefore the food problem. Forced collectivization led to the expropriation of the peasants. A deep land reform is needed, leading to the transformation of the entire set of agrarian relations by granting the right to own land to those who treat it ecologically carefully and economically efficiently, and ensure the growth of production on it, regardless of the form of farming.

We support and propose a radical approach to the implementation of agrarian reform proposed by the interregional group of People's Deputies of the USSR.

1) Declare all land (arable land, hayfields and pastures) the national property of the Union, autonomous republics and other territorial-national entities.

2) Declare land as a national asset withdrawn from the ownership of collective farms, state farms and inter—farm associations and provide it to all economic entities — state, cooperative and private individuals - on an equal competitive basis. 5) Allow landowners equal in economic and legal relations to form any associations that do not contradict the law for the purpose of joint cultivation of land, animal husbandry, technical, agro- and zootechnical services, marketing, supply, lending, etc.

6) That the State, by providing various kinds of benefits and subsidies, encourage associations and enterprises in technical, scientific, social and other assistance to the development of agricultural production and rural infrastructure.

7) To assign land to each owner for management, that is, to use it for production. For the same purpose, it is inherited or temporarily leased. But the purchase and sale of agricultural land is prohibited, and land speculation is prosecuted by law.

8) The state has the right to own land, possess its own land fund along with other economic entities, and, by decision of the Councils of People's Deputies, acquire an additional fund. It has the right to establish industrial and agricultural enterprises, educational, experimental and other farms on its lands. The use of land by the State is controlled by the Councils of People's Deputies on equal terms with other land owners.
